Description
The City of Boise is seeking one qualified firm or consultant team to provide expert professional services supporting potential restoration of intercity passenger rail along the Boise Cut-Off/Pioneer Corridor and complementary investment around the historic Boise Depot. The work will develop financial, economic, procurement, and implementation strategies for the corridor and station-area reinvestment. The scope includes transportation finance and economic analysis; evaluation of traditional, public-private, concession, and alternative delivery structures; TIFIA, RRIF, value-capture, grant, public, private, and philanthropic funding strategies; station-area development and parcel analysis, including mixed-use and affordable housing opportunities; economic and fiscal impact modeling; market sounding; community and stakeholder engagement; risk allocation; procurement planning; and a phased implementation roadmap. Required deliverables include technical memoranda, financial and economic models, GIS-ready data, engagement findings, final reports, presentation materials, and editable project files. One professional services contract is anticipated, with a not-to-exceed value of $437,500 and an anticipated term of 24 months from Notice to Proceed. Proposals must be electronically submitted through JAGGAER, and the Bid Proposal Signature Page must be uploaded where specified in the platform. The proposal and cost proposal are subject to a 30-page limit, while covers, dividers, table of contents, the separately uploaded signature page, resumes, and exceptions are excluded as specified in Addendum 1.
