Description
The City of Panama City is soliciting proposals from qualified and experienced firms to develop the 805 N East Avenue property. The potential scope includes planning, design, permitting, financing, construction, and construction management. The proposed development should maximize the property's potential, complement the surrounding neighborhood, and represent the best use of the site. Proposers must demonstrate the knowledge, experience, technical expertise, organizational capability, and financial and development capacity necessary to perform the proposed services and implement the City's accepted development plan. Evaluation will consider financial responsibility, the development plan, design and operational philosophy, financing and construction plans, negotiation approach, timely performance capability, and previous satisfactory performance. The City may negotiate an agreement, lease, contract, or other arrangement with one or more proposers.
