Description
El Paso County is soliciting competitive sealed proposals for construction of a new approximately 12,000-square-foot, single-story Ysleta Annex Community Kitchen. The facility will include a commercial kitchen, private offices, open workspaces, storage areas, break rooms, restrooms, a lobby/reception area, and a multipurpose room for staff training and community engagement events. The scope includes complete building construction; utility installation and connections; ADA-compliant parking and other site improvements; site lighting; landscaping and irrigation; fire suppression, plumbing, HVAC, electrical, communications, security, access control, and related systems. The project is estimated at $5,000,000 to $6,000,000 and is supported in part by HUD grant funding, with Section 3, prevailing-wage, federal compliance, bonding, insurance, and other public-construction requirements. The contract documents specify substantial completion within 365 calendar days after commencement. Proposals may be submitted through the Ion Wave e-Bid platform or delivered to the County Purchasing Department. Vendors must register in Ion Wave and monitor the platform for addenda. Addendum 5 confirms that the pre-proposal sign-in sheet was added to the solicitation package; Addenda 3 and 4 revise and re-upload plumbing drawings, including changes to domestic hot-water service for the dishwasher and kitchen hoods.
