The State of Alaska Department of Military and Veterans Affairs is soliciting a contractor to provide performance-based snow removal and ice control services at Kulis Alaska National Guard facilities. The scope includes snow plowing, sanding, sidewalk and roadway clearing, snow disposal, seasonal sand sweeping, and restoration of disturbed parking and lawn areas. The contractor must provide all supervision, labor, equipment, materials, and supplies, including minimum equipment such as a three-quarter-ton vehicle for plowing and a three-cubic-yard bucket loader when used. Services are performed on an as-needed basis, generally when snowfall reaches three to eight inches, with specified response times for plowing, sanding, and physically relocating piled snow. The contractor must monitor snowfall, respond to call-outs, maintain access to facilities, comply with safety and labor requirements, and correct deficiencies within 24 hours. Historical requirements indicate approximately 20 snow events and 10 sanding events per season.
