Cumberland County is soliciting bids from appropriately licensed contractors for the replacement of failed under-slab waste, drain, and vent lines serving two restroom areas at its Justice Services facility. The work includes demolition, excavation, trench shoring, removal and abandonment of existing piping, installation of Schedule 40 PVC DWV piping, coordination with PWC for a required exterior sewer tap, testing, backfill, compaction, and concrete slab replacement. The contractor must tie the new main line into existing toilets and sinks, rather than replace branch sections unless needed; replace bathroom tile with matching, like-kind tile; level the learning-room concrete subfloor and pull back and reglue the existing carpet; protect adjacent areas; obtain permits and inspections; remove debris; and complete cleanup. The learning room is approved as the demolition staging and work area, and work may be performed after hours and on weekends. No interior work may begin until the PWC tap is installed. The formal completion period is 30 days from the notice to proceed, although the County requests an accelerated two-week target. Contractors should address any potential presumed asbestos-containing materials with a certified local abatement specialist if concerns remain. No bid, performance, or payment bond is required.
