Description
The County seeks a financial institution or card program provider to administer a procurement card program for approved goods, services, travel, and operational needs. The solution must support individual and departmental cards, configurable merchant category restrictions and spending limits, emergency overrides, and a secure online platform for card management, real-time transaction monitoring, alerts, reporting, and audit logs. The program must support reconciliation and receipt uploads, approval routing, exportable audit-ready transaction files, and a mobile application with receipt scanning. Requirements also include fraud monitoring, dispute resolution, lost or stolen card procedures, emergency card issuance, after-hours support, training, and ongoing technical support. Proposals must address compatibility with the County’s Harris Smartfusion financial management system, implementation, security and compliance, experience and references, fees and incentives, reporting, and sample program materials.
