The Space Development Agency is seeking a sole-source award to CIS Secure Computing, Inc. for 330 CIS Voice over Internet Protocol phones, model DTD-8841-07, and 310 CIS Voice over Internet Protocol phones, model DTD-8851-02-NS-MR. The required endpoints include specialized hardware modifications certified under National Telecommunications Security Working Group and Committee on National Security Systems standards. The procurement is restricted to the original equipment manufacturer because the requirement includes physical anti-tamper modifications, factory-level cryptographic provisioning, proprietary engineering data, certified cryptographic loading protocols, factory-level clearances, and audited secure-facility infrastructure. The notice states that commercial intermediaries, brokers, and third-party resellers cannot satisfy the Government's supply-chain integrity and single-custody requirements.
