Description
The City seeks a fully cloud-hosted, software-as-a-service platform that consolidates data from public safety systems—including computer-aided dispatch, records management, license plate readers, GIS, emergency medical services, and real-time crime center technologies—into a unified interface. Requested capabilities include cross-system search, role-based access, operational dashboards, analytics and reporting, mapping, alerts, and decision support for police, fire, dispatch, investigators, analysts, and command staff. The platform must support secure, real-time or near-real-time data integration and meet stated cloud security, data residency, audit, access-control, and encryption requirements. The selected vendor will provide project management, discovery, configuration, data migration and validation, integration development, testing, go-live support, documentation, role-based training, software maintenance, updates, technical support, and service-level commitments. Proposals must explain how the solution meets the requirements, include project and training plans, sample dashboards/reports/maps, narrative and short video demonstrations of specified use cases, three references from similarly sized government organizations, and a year-by-year cost breakdown for the five-year base term and five one-year options. Vendors meeting the initial evaluation threshold may be invited to demonstrate their solution.
