Description
The Metropolitan Water District of Southern California is seeking one or more qualified consulting firms to provide federal legislative advocacy and government affairs services. The scope includes representation before Congress, congressional committees, the Administration, and federal agencies; strategic advice; legislative and regulatory monitoring; appropriations and infrastructure-funding advocacy; congressional and agency outreach; briefing materials; legislative correspondence and testimony; and support for meetings and hearings. Key policy areas include water supply reliability, water rights, drinking water quality, water affordability, water recycling, stormwater capture, climate resiliency, drought preparedness, conservation, energy policy, environmental resources, and federal programs affecting the District and its member agencies. Required qualifications include at least five years of relevant firm and key-personnel experience, an existing Washington, D.C., office, and at least ten consecutive years of relevant federal engagement experience for principals and key personnel. Deliverables include regular legislative updates, monthly activity reports, bill and regulatory tracking, appropriations tracking, rapid alerts, strategy memoranda, outreach summaries, and an annual federal outlook. The selected consultant must provide a fixed monthly fee and may be required to support task orders and comply with applicable lobbying, ethics, conflict-of-interest, insurance, and reporting requirements.
