Description
Fort Mill School District is seeking a contractor to provide full-service substitute staffing for teachers, paraprofessionals, nurses, and related personnel. The contractor will recruit, hire, credential, train, manage, compensate, and provide ongoing oversight for substitute staff; administer background checks, employment taxes, workers’ compensation, insurance, absence-management technology, reporting, billing, and transition services; and meet changing staffing needs throughout the school year. Personnel must hold required licenses and certifications, complete background checks and TB testing, and comply with District policies and applicable law. Proposals must address the proposer’s company experience, substitute pool, recruiting and retention processes, training, fill rates, management and reporting systems, transition plan, technology, additional services, and fee structure. The solicitation requires one initial year beginning December 1, 2026, with up to four additional one-year renewals. A signed cover page and Page Two, price sheet, Drug-Free Workplace Certification, Offeror Representations and Certification, certificate of insurance, W-9 when applicable, references, qualifications information, and required certifications, licenses, and permits must be submitted.
