RFP 26-03 Engineering Academic Building (EAB) The University of Virginia (University or UVA) invites highly qualified Architectural/ Engineering (A/E) firms to submit a Letter of Interest/ Statement of Qualifications and associated supporting materials for consideration in the selection of a consultant team to provide program verification, architectural, and engineering design services for a new Engineering Academic Building in accordance with the latest version of the UVA Higher Education Capital Outlay Manual (HECOM). The first phase of the Project will be Schematic Design. Upon successful completion of Schematic Design, the University may in its sole discretion elect to retain the selected firm for full design and construction services for any or all phases of the future Project. Purpose & Program Background: The proposed Engineering Academic Building (EAB) at the University of Virginia will support a critical need within the School of Engineering and Applied Science (SEAS) for research and undergraduate studies. The 2018 SEAS Integrated Space Plan (ISP) identified a need for over 200,000 assignable square feet of additional space to accommodate the significant growth of SEAS, as well as anticipated future growth. This Project aims to meet a sizable portion of that need. The facility will provide flexible, adaptable spaces for teaching and research, housing experimental and transdisciplinary lab space anticipated to support research in Biomedical Engineering, Chemical Engineering, Catalysis, Advanced Materials Development, and Artificial Intelligence. Anticipated undergraduate spaces will include active learning classrooms, fabrication spaces, and a 300-seat auditorium. Project Drivers: As is typical of contemporary academic buildings, a key Project goal is to create a facility that is sufficiently flexible to successfully adapt to evolving teaching and research methodologies for decades to come. The conceptual planning for the EAB seeks to accommodate change both during the design process and after construction as the building is occupied over the next 25 years. The University of Virginia is seeking highly qualified architectural and engineering firms to provide program verification and schematic design services for a new Engineering Academic Building supporting engineering research and undergraduate education. The proposed facility will include flexible teaching and research laboratories, active-learning classrooms, fabrication spaces, a 300-seat auditorium, and facilities supporting biomedical engineering, chemical engineering, catalysis, advanced materials development, and artificial intelligence. The project must comply with the University of Virginia Higher Education Capital Outlay Manual, Green Building Standards, and Sustainability Plan, with experience obtaining LEED certification required. The initial phase is schematic design, with the University retaining discretion to continue with full design and construction services for some or all subsequent phases. Respondents must demonstrate comparable higher-education project experience, design excellence, HECOM familiarity, construction administration experience, and experience with construction-manager and subcontractor participation. The submission must include a Letter of Interest, the OCAS Statement of Qualifications standard form, applicable AE-1 through AE-6 forms, and current references for at least five featured projects.
