Description
This Sources Sought notice requests information on the price and availability of one or two U.S.-flag, Jones Act-compliant, ocean-going certified tugboats capable of conducting two separate open-ocean tows: ex-Fort Worth (LCS-3) from Naval Station San Diego to Inactive Ships Bremerton, Washington, and ex-Lake Erie (CG-70) from Naval Station San Diego to Inactive Ships Pearl Harbor, Hawaii. The mission includes up to four days of laytime, full bunkering and sufficient fuel and stores, communications capability, position reporting, and compliance with the U.S. Navy Towing Manual. The contractor must provide towing bridles and hardware, emergency tow lines, flooding alarms, navigation lights, day shapes, nondestructive testing of deck fittings, and a comprehensive towing package with calculations, route planning, weather limits, tow configuration details, certifications, and required documentation. The contractor must also obtain an independent marine surveyor to inspect and oversee preparations, verify seaworthiness and rigging, and issue towing certificates. Respondents are asked to provide vessel characteristics and certifications, a lump-sum price and demurrage rate, itinerary and duration, business size, subcontracting information, and other relevant comments.
