Description
The City of Flint is soliciting proposals from qualified electrical contractors to upgrade portions of the Water Pollution Control Facility’s underground 4,160-volt/5-kilovolt electrical distribution system. The work includes condition assessment and reporting; procurement and replacement of specified medium-voltage cables, connectors, supports, and related appurtenances; installation of a new future Digester Complex feed with trenching and duct-bank work; confined-space safety measures; and temporary generators to maintain plant operations during shutdowns. The contractor must coordinate outages, perform cable and conduit inspections, provide product information and support-structure sketches, and test all cable segments before re-energization in accordance with NETA, NFPA, NEC, NECA, and other applicable standards. Materials must be suitable for submerged conditions, including 316 stainless-steel support hardware and appropriately rated cable and connectors. The proposal must include the required bid form, qualifications and licenses, supplier-responsibility disclosure, three similar project references from the last five years, project timeline and shutdown-coordination information, project-foreman information, product information, insurance documentation, and the required affidavit. The selected contractor must provide specified insurance and bonds before commencing work and warrant the work and materials for at least two years after final payment.
