This total small-business set-aside is a firm-fixed-price construction solicitation for the Carrollton Phase III District Floodwall Storage Shelter. The work includes demolition; clearing and grubbing; structural excavation and backfill; relocation of sanitary sewer, water, electrical, and gas utilities; construction of a reinforced concrete slab and concrete pavement; installation of a pre-engineered metal storage building; asphaltic pavement; pavement markings; chain-link fencing and gates; and related incidental work. The bidding schedule includes 17 line items, including 160 cubic yards of granular backfill, 550 square yards of 8-inch concrete pavement, 448 linear feet of chain-link fencing and gates, and specified utility-line relocations. The estimated construction magnitude is $1,000,000 to $5,000,000. The contract requires a bid guarantee of 20 percent of the bid price or $3,000,000, whichever is less, and performance and payment bonds. The stated period of performance is October 1, 2026, through June 28, 2027. The contractor must provide construction scheduling, quality control, safety, environmental protection, utility coordination, surveying, submittals, as-built drawings, and required testing. The metal building scope includes a 16-foot eave height, approximately 23-foot bay spacing, a 4-inch-per-15-inch roof slope, and a vertical-rib standing-seam metal roof system.
