WARREN COUNTY REQUEST FOR PROPOSAL The Warren County Purchasing Department, located on the 3rd Floor of the Human Services Building at 1340 State Route 9, Lake George, NY 12845, will receive sealed proposals until 3:00 pm on Thursday, October 22, 2026 for WC 45-26 - Request for Proposals to Provide Warren County with Assistance with Threat Assessment and Management Team Training, Exercise and Program Support Activities, at which time the Purchasing Agent will read aloud the names only of the companies submitting proposals. Specifications may be obtained by contacting the Purchasing Department at 518-761-6531 Monday through Friday between the hours of 8:00 AM and 4:00 PM, emailing Jason Shpur at shpurj@warrencountyny.gov or by downloading from the Empire State Bid System at www.EmpireStateBidSystem.com. Warren County Office of Emergency Services is soliciting proposals for assistance and support to its Threat Assessment and Management Team. The scope includes threat assessment and management training, exercises, program development, planning, document development, and related support activities in accordance with New York State Executive Order 18. Work may be authorized through written task assignments or work orders, with project-specific scope, staffing, schedules, and estimated hours. Virtual meetings are permissible where appropriate, and on-site presence will be based on project-specific needs. The Warren-Washington County Threat Assessment Coordination Team is a multidisciplinary, whole-community resource coordinated by Warren County Office of Emergency Services and the Washington County Department of Public Safety. Existing policies, plans, and procedures are in place, but updates, new documentation, and further training-program development may be requested. Experience with similar projects outside New York State will be considered. The procurement is funded through the New York State Division of Homeland Security and Emergency Services Domestic Terrorism Prevention Grant and includes Minority-Owned Business Enterprise and Women-Owned Business Enterprise participation goals of 15 percent each, calculated against total contract value. Full or partial waivers may be requested and require approval by the New York State Division of Homeland Security and Emergency Services.
