Description
The City of Salinas is requesting proposals from qualified civil engineering consultants for preventive maintenance design services for East Laurel Drive over Gabilan Creek, Bridge No. 44C0105. The scope includes project management, site assessment, records research, topographic and utility surveys, utility coordination, hazardous-materials assessment and abatement specifications, soils investigations, right-of-way support, permitting, CEQA and NEPA documentation, traffic control, environmental work, and public outreach. The selected consultant will prepare draft and final plans, specifications, and engineer’s estimates; provide bid and construction support; attend project meetings; respond to questions and submittals; and prepare as-built plans. The project is federally funded and must comply with applicable federal requirements and Caltrans Local Assistance Procedures Manual policies. Proposals are limited to 20 pages, excluding specified materials, and must include a cover letter, firm qualifications and experience, at least three recent project references, key staff, a work plan, a separate sealed cost proposal, an affirmative-action statement, conflict-of-interest disclosure, and the completed debarment and suspension certification.
