The Department of Veterans Affairs requires a one-time service to supply and hang lead-based liners on a 101-square-foot wall area in the Dental Clinic, near a stationary X-ray machine, at the W.J.B. Dorn VA Medical Center. The contractor must furnish all labor, travel, equipment, supplies, and materials; use liners meeting ASTM C1396/C1396M specifications with a maximum vertical height of 7 feet and 1/16-inch lead thickness; provide Level 4 finishing in accordance with ASTM C840; and remove all debris. Work is to be performed during the tentative hours of 6:00 p.m. through midnight, Sunday through Friday, excluding federal holidays, with a performance period not exceeding three months from award. The contractor must block off the work area, secure tools and equipment, comply with applicable OSHA and EPA requirements, and provide credentials or licenses for handling and installing lead-based materials. Quotations will be evaluated using a lowest-price technically acceptable approach. The solicitation is restricted to certified service-disabled veteran-owned small businesses, and the offer must include the completed and signed VA limitations-on-subcontracting certification.
