Description
Pierce County intends to purchase eviction-prevention legal representation and related services for clients impacted by the COVID-19 pandemic through a special market condition procurement exemption and direct negotiation with two intended providers. The scope includes determining household eligibility under federal grant requirements, case management, legal counsel and advice, landlord negotiations, direct representation, rental assistance, outreach, and education. Services must be provided at no cost to clients and will be funded through federal Community Development Block Grant CARES Act funds. This is not a competitive solicitation for bids or proposals. Qualified entities may submit a capability statement demonstrating that they are nonprofit legal services providers with personnel authorized to practice law in Washington and Pierce County, an established Pierce County presence, relevant partnerships, current landlord-tenant and eviction-prevention experience, an active UEI, and the capacity to satisfy federal grant requirements and expend funds by July 2027. The estimated total cost across both intended contracts is $500,000, with an initial term ending in July 2027 and possible extension if the grant period is extended.
