Description
Pierce County is soliciting a licensed contractor to provide periodic maintenance, inspections, resistive/reactive load-bank testing, and repairs for county-owned emergency generators at numerous facilities throughout the county. The scope includes generator engines, transfer switches, batteries, controls, fuel and cooling systems, annual testing in accordance with manufacturer specifications and NFPA 110, reporting, logbook maintenance, parts and equipment, and disposal of used fluids, filters, and batteries. Repair work will be performed through work orders on a time-and-materials or unit-price basis, with replacement parts generally required to meet original-manufacturer specifications or approved equals. The procurement will result in two contracts with the same successful bidder: a prevailing-wage service contract for maintenance, inspection, and load-bank testing, and a unit-price public-works contract for repairs. The initial estimated amounts are $450,000 for maintenance and service and $200,000 for repairs, with additional funds potentially added as needed. The initial contract period is one year from the Notice to Proceed, with an option for one additional year. Contractors must be properly licensed, provide qualified technicians and licensed electricians when applicable, respond to service requests within 24 hours, reach emergency calls within four hours, and comply with prevailing-wage, insurance, bonding, safety, and facility-security requirements.
