Description
The Commonwealth of Pennsylvania, through the Department of Revenue and Governor's Office of General Counsel, is seeking one or more law firms to represent the Commonwealth in Pennsylvania inheritance tax matters at the county level. Services may include legal advice, responding to and filing documents by applicable deadlines, negotiating settlements, filing appeals and enforcement actions, preparing petitions, answers, objections, briefs, and motions, appearing in Orphans' Court and other proceedings, and litigating disputes involving property valuation, marital status, inheritance tax returns and payments, wills, and asset distributions. Offerors must demonstrate at least 10 years of experience with Pennsylvania inheritance and estate tax law, familiarity with estate and probate matters, relevant litigation experience, qualified Pennsylvania-licensed attorneys in good standing, conflict disclosures, personnel qualifications, project references, and professional liability insurance. The Commonwealth anticipates multiple awards. The initial contract term is one year, with up to two additional years of renewal at the Commonwealth's option. Proposals must include separate technical and cost submittals, with the cost workbook completed using position rates and 1,000 estimated hours per year for evaluation purposes.
