The U.S. Air Force is soliciting proposals to establish multiple-award, firm-fixed-price IDIQ contracts for production of MJU-76/B thrust flares and countermeasures for U.S. Government and Foreign Military Sales customers. The contract includes a five-year ordering period and a sixth-year option, with an estimated maximum value of $250 million. The Government anticipates awarding two contracts concurrently with the first delivery order; each basic IDIQ contract carries a $5,000 minimum award guarantee. The anticipated first delivery order has a buy-to-budget amount of $23,615,851.84, and the Year 1 affordability cap is $9,446,336 for the evaluated production pricing scenario. Offerors must be qualified sources or submit an accepted qualification package, possess a valid U.S. Secret clearance or higher, and provide a technical manufacturing and risk-mitigation plan limited to 25 PDF pages. The plan must address in-house and subcontracted work, automated equipment, production machinery and capacity, defect prevention, inventory control, and assembly-line flow. Offerors must also complete the TEP pricing worksheet for all required price and quantity bands, submit a signed model contract and applicable solicitation sections, acknowledge amendments, and provide pre-award survey information for all locations where ammunition and explosives work will occur. Production delivery is generally required within 20 months after delivery-order issuance or first-article approval.
