Description
The City seeks a qualified organization to develop, implement, and operate a program serving individuals and families experiencing crisis or instability. The proposed program must provide safe temporary housing for Sumter residents for 12 to 18 months, individual and group mental health counseling, life-skills education including parenting workshops, financial literacy counseling including homeownership education and long-term financial planning, and tailored vocational training. Proposals must identify an experienced project partner and demonstrate community compatibility, safety protocols, environmental considerations, and measurable benefits for residents. The selected proposer must provide a construction plan and timeline, begin construction within 365 days after the deed is recorded (with a possible one-time 180-day extension), and maintain the lot immediately upon completion of contract negotiations. Proposals must also include organizational qualifications and relevant past success, a financial plan and proof of ability to purchase the property, and a community impact assessment. The property is approximately 0.75 acres, and the solicitation identifies its fair market value as $112,500.
