Description
The City of Watsonville is soliciting professional consulting services to develop a comprehensive Safe Streets for All Safety Action Plan. The work includes data-driven analysis of traffic volumes, speeds, collisions, bicycle and pedestrian risks, high-risk corridors, and priority intersections; development of an Active Transportation Plan, Local Road Safety Plan, Preferred Routes to School, Bicycle Network Map, and Pedestrian Network Map; and preparation of conceptual corridor and intersection improvement drawings, GIS layers, and implementation recommendations aligned with the City's planning documents and Vision Zero goals. The consultant must conduct extensive stakeholder and community engagement, including workshops, surveys, town halls, school-based and in-person outreach, online engagement, and presentations to City committees, commissions, and the City Council. Outreach materials and presentations must be provided in English and Spanish. The response must include a proposal narrative, relevant experience and references, project personnel and resumes, an organization chart, fee schedule, and separate cost proposal. The City identifies a total grant and local-match funding amount of $400,000, including $40,000 for independent consultant oversight and management; final contract pricing will be mutually negotiated.
