The 186 Air Refueling Wing intends to purchase one Fuels Laboratory Automatic Particle Counter, part number JF-PC-AF, under a firm-fixed-price commercial purchase order. The attached determination states that this is the only authorized automatic particle counter for Air Force use and identifies D-2 Incorporated as the sole capable source because of proprietary manufacturing rights, technical data, and software/hardware alignment.
