The Confederated Tribes of Warm Springs is soliciting proposals for complete helicopter services to conduct big-game census operations, including herd composition, population trends, and sightability surveys. The contractor must provide a helicopter, an experienced pilot, and a licensed fuel truck and driver. Most surveys will originate from the Confederated Tribes of Warm Springs helibase, with one flight day at Pine Creek Conservation Area in Fossil, Oregon. Winter surveys are expected between December 1, 2026, and January 31, 2027, subject to weather and visibility, with approximately 40 flight hours per year across two areas. The project has a three-year term and requires pricing for winter game flights in 2026, 2027, and 2028. The estimated price range is $100,000 to $250,000. The procurement is subject to Indian Preference and applicable state, federal, and tribal requirements.
