Description
California faces a shortage of licensed Adult Residential Facilities (ARFs) and Residential Care Facilities for the Elderly (RCFEs) that accept individuals receiving Supplemental Security Income/State Supplementary Payment (SSI/SSP) or Cash Assistance Program for Immigrants (CAPI). Many facilities serving these residents in Sacramento County and statewide are closing or reducing capacity due to benefit amounts not keeping pace with rising housing costs. The Sacramento County Department of Child, Family and Adult Services (DCFAS), Senior and Adult Services (SAS) Division, is seeking eligible ARFs, RCFEs, and Residential Care Facilities for the Chronically Ill (RCFCIs) that serve these "Qualified Residents" and require operational subsidies. These Operating Subsidy Payments (OSP) are intended to cover day-to-day physical operational costs, aiming to prevent facility closures and the reduction of beds for qualified residents, thereby avoiding homelessness. The Community Care Expansion (CCE) Preservation Program, established by Assembly Bill 172, addresses this shortage. The California Department of Social Services (CDSS) oversees the program, with Sacramento County DCFAS administering it locally. The CCE Preservation Program provides funding for both operations and deferred capital projects for ARFs, RCFEs, and RCFCIs serving qualified residents at risk of closure or bed reduction.
