Description
Teton County seeks a professional engineering and planning consultant to update the County’s existing High Injury Network using the most recent five to ten years of crash data, current roadway attributes, and the existing Comprehensive Safety Action Plan. The consultant will prioritize approximately eight to ten urban and rural roadway segments or locations, including High School Road and South Park Loop Road, and perform planning-level safety diagnoses addressing crash patterns, contributing factors, roadway and operational conditions, and vulnerable-road-user risks. The consultant must recommend feasible, context-appropriate engineering, operational, speed-management, pedestrian and bicycle safety, systemic, education, and enforcement countermeasures. Recommendations must distinguish near-term, mid-term, and long-term improvements and include implementation timeframes, planning-level cost estimates, phasing, GIS data, a prioritized project list, and a graphics-rich executive summary. Optional tasks include evaluating predictive safety methods and Safety Performance Functions, local-calibration needs, and benefit-cost analyses for priority segments. Proposals must include a technical proposal and separate price proposal; optional tasks must be priced separately. The informational project budget is approximately $90,000, excluding optional tasks unless authorized.
