Description
Teton County and the Town of Jackson seek consultant assistance for a focused, implementation-oriented update to the Integrated Transportation Plan. The work must consolidate existing plans and community input; validate goals and identify gaps; evaluate transportation scenarios, tradeoffs, and priority interventions; and prioritize investments based on safety, multimodal mobility, accessibility, fiscal sustainability, community character, resilience, and implementation readiness. The scope includes transportation modeling and scenario evaluation, conceptual project development, funding and financial strategy, governance analysis, public and stakeholder engagement, and an implementation roadmap identifying responsible agencies, costs, funding sources, timelines, dependencies, and next steps. Potential concepts include downtown street-space and curb management, multimodal corridor improvements, mobility hubs, park-and-ride facilities, transit-supportive investments, and transportation demand management. Deliverables include planning memoranda, scenario and prioritization materials, funding and governance recommendations, an executive summary, a draft plan update, an implementation matrix, and presentations to elected officials. The consultant must submit a technical proposal, resumes, references, and a separate task- and team-member-based price proposal.
