Description
The Administrative Office of the United States Courts is conducting market research for a non-personal-services subject-matter expert to provide advisory and analytical support for printing, publishing, mail management, and distribution operations. The contractor would advise on planning and coordinating printing projects; printing specifications and emerging technologies; USPS, Government Publishing Office, Joint Committee on Printing, Title 44, and judiciary policy compliance; vendor relationships and printing-supply procurement; workflow modernization; and communications with relevant federal entities. The contractor may not perform or certify inherently governmental Printing Officer duties, make official determinations, approve or deny agency actions, act as the official Printing Officer or GPO liaison, interpret federal law authoritatively, or obligate federal funds. The draft performance work statement includes process development, mail and postage advisory support, special-project and visual-information consulting, training materials and briefings, quality assurance and pre- and post-production reviews, cost reporting, and internal guidance such as SOPs and checklists. Deliverables include monthly and annual reports, a program assessment and recommendations, internal guidance documents, training materials, weekly printing status reports, and a quality assurance/quality control plan. Contractor personnel must have a favorably adjudicated background investigation completed within the preceding two years that meets or exceeds a Public Trust level before award.
