Description
The Pennsylvania Department of Corrections seeks on-site maintenance services for the former SCI Retreat, a 263-acre property with 27 buildings totaling approximately 282,000 square feet. The contractor must provide labor, materials, supplies, equipment, qualified personnel, and management necessary to preserve the buildings, grounds, utilities, infrastructure, and related systems in a safe, clean, and orderly condition. The scope includes routine facility and utility maintenance; minor repairs and replacement of equipment and systems; electrical, HVAC, plumbing, boiler, lighting, fire hydrant, fence, gate, and building-envelope maintenance; electronic guard-tour inspections at least every three days; monthly structural inspections; 24/7 emergency maintenance with a maximum four-hour on-site response; snow and ice removal; grass and brush control; pest control; trash removal; consumable replacement; and monthly maintenance and repair reporting. The contract is for two years with three optional one-year renewals. Subcontracting or outsourcing requires the Commonwealth's prior written approval. A mandatory site inspection is required before submitting a bid. Addendum 1 clarifies safety procedures, confirms that the new site visit is mandatory, and removes the cost sheet; pricing must instead be entered electronically in the SRM system under the Items tab.
