Description
The Indian Health Service intends to award a sole-source, firm-fixed-price contract to Gila River Indian Community Utility Authority for continuous electric utility services for the Desert Visions Youth Wellness Center. The requirement includes continuous electrical power delivery, metering, monthly billing, operation and maintenance of utility infrastructure up to the point of service, outage response and restoration, and compliance with applicable Tribal, State, Federal, and utility regulations. The notice states that the proposed sole-source award is based on the utility authority being the only authorized provider within the facility's service territory and the only entity capable of using the existing distribution infrastructure. Other responsible sources may submit a capability statement for consideration, but the Government may decide not to compete the acquisition. The anticipated contract includes a 12-month base period, four 12-month option periods, and a six-month option to extend services under FAR 52.217-8.
