Description
The U.S. Coast Guard is conducting market research on commercially available vessels and operators that could support domestic icebreaking operations in its Northeast area of responsibility. Vessels must be U.S.-flagged and coastwise-qualified, hold a valid Coast Guard Certificate of Inspection for the applicable routes and conditions, and comply with relevant laws, manning, and classification requirements. The intended capability includes operating in ice from 4 to 18 inches thick and providing up to 12 hours of daylight operations per day; longer operations require prior Contracting Officer approval. Respondents are asked to describe company and vessel details, crew and operational capabilities, endurance, geographic limits, mobilization timelines, relevant experience, constraints, and permits or coordination needs. The Coast Guard anticipates 72 hours’ notice for services and a minimum seven-day operating window for continuous support. Notional pricing and recommendations for contract structure are optional. This is market research only; no contract will be awarded from this RFI.
