Description
The U.S. Air Force seeks a design-build contractor to upgrade Building 1515 at Hill Air Force Base by discontinuing and removing the existing steam and condensate exchange systems and installing a decentralized natural-gas-fired hot-water boiler system. The scope includes mechanical, electrical, and controls engineering; boilers, pumps, a buffer tank, hydronic and natural-gas piping, venting, valves, and related equipment; startup, testing, adjusting and balancing, commissioning, and integration with the facility's existing DDC/EMCS using native BACnet compatibility. Offerors must submit a preliminary design with their quotation, including proposed boiler selections and capacities, room layouts, hydronic and gas-service diagrams, controls/BACnet approach, recommendations, and a schedule. The awarded contractor must provide a complete PE-stamped design, sizing calculations, technical specifications and BACnet PICS, project schedule, quality and safety plans, as-built documentation, commissioning and TAB reports, and operator training. The solicitation is a total small-business set-aside for a firm-fixed-price contract, evaluated on a best-value trade-off basis, with an estimated project magnitude of $1 million to $5 million. A site visit was mandatory for bidding, and construction is to begin after the weather-dependent base steam shutdown, with an estimated 60-calendar-day construction period.
