The U.S. Army Corps of Engineers plans to compete a design-and-construction agreement for two facilities: a medium-bay F-35 composite repair and training facility, and a multi-dock medium-bay aircraft maintenance hangar. The composite facility includes separate repair and training areas, clean rooms, cryogenic and freezer equipment, cranes, autoclave and paint-booth areas, labs, classrooms, offices, and supporting building systems. The maintenance facility includes parts storage, back-shop and administrative areas, and paint and de-paint bays for corrosion control. The work includes permanent building construction, utilities, pavements, site improvements, communications, fire and intrusion detection, and other supporting systems. Sensitive spaces must meet ICD 705 requirements, and the facilities must comply with applicable Department of Defense building and antiterrorism/force-protection criteria. The planned acquisition uses a two-step competitive process: interested parties submit a Statement of Qualifications, with up to three firms invited to pitch; the selected design-build entity would provide design development, preconstruction services, final design, and construction. The notice is preliminary and does not provide the formal solicitation's submission instructions. The project requires CMMC Level 1 self-assessment status and handling of Federal Contract Information.
