Description
The Defense Logistics Agency Energy, on behalf of the U.S. Army Reserve 88th Readiness Division, is seeking a written response from one of the 20 current DOE Fourth-Generation Energy Savings Performance Contract (ESPC) indefinite-delivery/indefinite-quantity contract holders. The selected energy service company will serve as the prime contractor for a potential task order covering multiple Army Reserve facilities in Minnesota and Wisconsin, currently representing approximately 910,212 square feet across eight sites. The scope includes evaluating, designing, implementing, operating, maintaining, repairing, and replacing energy conservation measures that reduce energy consumption and cost while improving energy and water resilience. Potential measures include LED lighting and controls, HVAC equipment replacements, building automation, retro-commissioning, building-envelope and window improvements, geothermal heat pumps, photovoltaic and other renewable generation, battery energy storage, hydrogen fuel cells, microgrids, domestic hot-water replacement, plug-load reduction, water-leak detection, and other water-efficiency improvements. The selected contractor must develop a Preliminary Assessment and, as applicable, an Investment Grade Audit; provide measurement and verification planning; pursue applicable incentives and funding; address cybersecurity requirements for facility-related control systems; and submit an approach, three relevant ESPC or UESC references, and a cost-benefit narrative.
