Description
The City of Oxnard is soliciting proposals from qualified investment advisory firms to provide discretionary investment management and advisory services for municipal operating and capital funds, excluding pension funds. The portfolio is approximately $450 million, although the City may adjust the portion managed and the assets under management during the agreement term. The scope includes portfolio construction and trade execution; fixed-income research and credit analysis; cash-flow, maturity, liquidity, and duration analysis; investment strategy; policy and legal compliance monitoring; benchmark and performance measurement; monthly, quarterly, and annual reporting; technology-enabled portfolio access; audit support; education; and ongoing communication with City Finance and Cash Management personnel. Proposers must demonstrate relevant public-sector experience, provide at least five comparable public-agency references, submit performance information for comparable portfolios, and complete the required technical proposal, pricing schedule, City forms, certifications, and Registered Investment Adviser credential documentation.
