Description
The City of Rifle is seeking a qualified municipal advisor to provide independent financial advice, capital funding analysis, financial modeling, funding and financing strategy recommendations, debt issuance and transaction support, debt management and refinancing analysis, and post-issuance support. The advisor will evaluate alternatives including pay-as-you-go funding, reserves, grants, partner contributions, governmental loan programs, bank loans, bonds, and certificates of participation without presuming that the City will issue debt. The initial work includes analysis of several capital priorities, development of transferable multi-year financial models, written funding recommendations, presentations to staff and City Council, and implementation scheduling. Optional services may include transaction support, annual advisory services, refinancing analysis, debt-policy assistance, market updates, and special debt or credit analyses. The City anticipates an ongoing relationship consisting of a one-year initial term with five one-year renewal options, subject to authorization, performance, scope, compensation, and appropriations. Proposers must demonstrate municipal advisory experience, current SEC and MSRB registrations, appropriately qualified personnel, conflict and regulatory disclosures, references, and the ability to meet the City's insurance requirements.
