Description
This solicitation is for specialized pistons and valves intended for use in a crucial shipboard system. The material's failure could result in serious personnel injury, loss of life, or loss of vital shipboard systems or the ship itself. Therefore, this material is designated as SPECIAL EMPHASIS material, invoking special control procedures to ensure the receipt of correct material. Key requirements include adherence to specific drawings and specifications, material analysis (ASTM-B150, Alloy C63000 or C64200), and comprehensive testing certifications. Welding and brazing processes must comply with specified standards, and O-ring grooves and sealing surfaces require inspection. A Certificate of Compliance is mandatory, certifying that the furnished items meet all procurement document requirements. The contractor must also maintain configuration control and submit waivers/deviations for any non-conformances. The material must be mercury-free. Quality assurance requirements are extensive, including adherence to ISO-9001 or MIL-I-45208 standards, and calibration systems compliant with ISO-10012 or ANSI-Z540.3. Government source inspection is anticipated. Traceability of materials from certification to final product is critical, with specific marking requirements and procedures for handling raw materials and subcontracted operations. Final inspection includes lot acceptance based on zero defects for sampled items, with a mandatory 100% inspection of all data concerning material verification, traceability, and non-destructive testing.
