Description
The City of St. Louis Office of Recovery, in coordination with the Building Division, Water Division, and Street Department, seeks qualified, licensed plumbing contractors for the destruction of a minimum of 350 water service taps at tornado-damaged and demolished properties, with a potential total of 600 locations. The work includes locating and shutting taps, rendering taps and valves nonfunctional, obtaining excavation and plumbing permits, coordinating Water Division inspections, providing traffic control, performing excavation and backfill, and restoring streets, alleys, sidewalks, curbs, aprons, and other public right-of-way features. One or more firm-fixed, unit-price contracts may be awarded, including multiple awards by geographic zone or groups of locations. Proposals must include a signed cover letter, relevant experience from the last five years, a technical approach, staffing and capacity information, a production plan, at least three comparable-work references, applicable business and plumbing/excavation licenses and certifications, the completed Subcontractor Listing Form, the completed Required Certifications, the completed Bid Schedule with unit prices, and a prevailing-wage certification. The solicitation requires a minimum production rate of two tap destructions per crew per day and work generally between 7:00 a.m. and 7:00 p.m., Monday through Friday. Performance and payment bonds for the full contract price and insurance are required before contract execution, not with the proposal.
