Description
The City of St. Louis Community Development Administration seeks proposals from Missouri-licensed title agencies or title agents to support its Community Development Block Grant–Disaster Recovery programs. The selected contractor will provide title examinations and research, ownership and encumbrance analysis, title commitments, ALTA owner's title insurance policies, title clearance, routine and complex curative services, lien and mortgage payoff coordination, conveyance-document preparation, recording support, and related documentation for approximately 25 developed properties and vacant lots. Assignments will be authorized on a property-by-property basis, with no guaranteed minimum or maximum workload. The contractor may also provide replacement-housing title searches and complex legal or curative services when separately authorized; it may not act as settlement or closing agent unless specifically authorized. Services must comply with Missouri law, applicable title-insurance requirements, CDBG-DR and HUD requirements, the Uniform Relocation Assistance and Real Property Acquisition Policies Act, environmental-review requirements, and federal grant-administration rules. Proposers must demonstrate at least three years of relevant Missouri experience and at least two similar projects completed within the past five years. The proposal must include qualifications, relevant project descriptions and references, personnel information, approach and schedule, and a detailed fee schedule for standard, replacement-housing, complex-curative, legal, and reimbursable services. The selected contractor will be required to provide insurance certificates before contract execution and complete the City's confidential-business-information clearance process.
