INVITATION TO BID Bids are invited by the owner of 278 Highland Avenue, Torrington, CT. Bids will be received on behalf of the Owner at the City of Torrington's Purchasing Department, Room 206, 140 Main Street until 11:00 A.M., on October 16, 2026, at which time they will be opened and read aloud. Project Specifications are available at the City of Torrington website, www.torringtonct.gov, or the State of Conn. Dept. of Admin. Services (DAS) website, https://portal.ct.gov/DAS/CTSource; State Contracting Portal, City of Torrington Solicitation Number 143-PI-59.
