NYSERDA's On-the-Job Training (OJT) for Energy Efficiency and Clean Technology program provides wage subsidies to eligible businesses to reduce the financial risk of hiring and training new workers. This program aims to meet New York State's Clean Energy Fund objectives and advance climate equity goals by developing a workforce skilled in energy efficiency and clean technology, with a focus on supporting disadvantaged and priority populations. The New York State Department of Labor (NYSDOL) assists participating businesses with developing training plans, assessing skills, and identifying suitable workers. The program supports training for new hires in areas such as high-efficiency HVAC, renewable heating and cooling, high-efficiency water heating, insulation and air sealing, high-efficiency lighting and controls, building automation and controls, smart grid, energy storage, and solar electric technologies. Electric vehicle manufacturing is also an eligible area. Funding amounts and eligibility criteria have been updated, with specific incentives for hiring workers from disadvantaged communities or priority populations. The application submission deadline has been extended, and there are updated requirements for training plan submissions and documentation for final payment. Wages for new hires must be $18 per hour or greater, up to a maximum of $40 per hour. NYSDOL may conduct due diligence reviews, and businesses using outside agencies for payroll will be considered on a case-by-case basis. The program end date has been extended to December 2, 2030.
