Description
The Office of the Illinois State Treasurer is soliciting proposals for a single, integrated Human Resource Management Information System to support its Human Resources Division and employees. The solution must provide core employee records, talent acquisition and onboarding, electronic forms and signatures, timekeeping and scheduling, leave and benefit-time management, performance evaluations, employee and manager self-service, reporting and analytics, organizational charts, role-based security, audit trails, compliance support, and configurable workflows for different employee groups and union rules. The contractor will be responsible for implementation, conversion of existing HR data, integrations with SharePoint, payroll, recruiting/onboarding, timekeeping, and organizational-chart systems, system maintenance and upgrades, on-site training, and an online reference guide. The proposed solution must support up to 270 users, Windows environments, mobile platforms, real-time data and reporting, and secure handling of sensitive employee information. The initial agreement term is four years, with extensions permitted up to a total term of ten years.
