Description
Catawba County is soliciting proposals for a comprehensive cloud-based enterprise resource planning solution to replace its heavily customized Oracle PeopleSoft environment. Required core functionality includes financial management, accounts payable and receivable, general ledger, budgeting, cash management, cashiering, procurement, contract management, project and grant accounting, fixed assets, human resources, payroll, benefits, time entry, scheduling, recruiting, onboarding, learning management, performance management, employee and manager self-service, reporting, workflow, and document management. The County will consider optional or expanded functionality such as bid management and risk management, as well as replacement functionality for certain retained or integrated applications. The selected provider must furnish implementation and project management, configuration, security design, data conversion and migration, integrations, reporting and form development, testing, training, change-management support, knowledge transfer, documentation, go-live support, cloud hosting, and ongoing software support and maintenance. The migration scope includes three years of PeopleSoft data, approximately 500–600 GB, including source documents within the applicable history window. The proposal must address numerous integrations with retained systems and provide detailed technical, security, staffing, pricing, functional-requirements, and implementation information. The response must include an executive summary and completed bidder, pricing, requirements, and staffing workbooks, along with the other expressly requested proposal materials.
