Description
The City of Spencer is soliciting bids for Phase I asbestos surveys and Phase II post-removal asbestos abatement inspections for groups of flood-damaged properties acquired through its voluntary buyout program. The contractor must inspect structures, collect and analyze samples through an accredited laboratory, identify asbestos-containing materials and other environmental concerns, prepare individual reports, provide abatement specifications, conduct clearance inspections, and issue final clearance letters. Work must be performed by Iowa-licensed asbestos inspectors, with the contractor providing current Iowa asbestos licensing or permitting and contractor registration. The survey firm may not perform asbestos abatement on the same properties. Bidders must identify their intended laboratory, submit a bid tabulation, provide a narrative of qualifications and relevant experience, and include three professional references. Surveys and reports are due within 21 days after notice to proceed; post-removal inspections may require multiple site visits.
