Description
The Department of Veterans Affairs requires a contractor to conduct an Environmental Disposal Liabilities Survey at the Mann-Grandstaff VA Medical Center. The survey must assess and quantify environmental liabilities associated with asbestos, lead-based paint, mercury-containing equipment, petroleum storage tanks, refrigeration equipment, radiology equipment, vehicle lifts, and dry or injection wells. The contractor may perform limited additional sampling as needed and must review existing surveys, management plans, and abatement records. The contractor must conduct a kickoff meeting, coordinate the assessment schedule, perform on-site work, prepare site maps, and deliver a comprehensive report organized by environmental category. The report must identify quantities, conditions, exact locations, disposal or remediation costs, and applicable regulatory requirements. The final report is due within 30 calendar days after completion of the on-site assessment. Work must comply with applicable OSHA, NFPA, and EPA requirements, and personnel must have training in Washington dangerous-waste regulations, AHERA, renovation/repair/painting, refrigerant recovery requirements, and HAZWOPER. The solicitation is a firm-fixed-price, one-time service and is restricted to certified SDVOSB offerors.
