Description
The City of Duluth, on behalf of Divine Konnections, Inc., is soliciting bids to construct two duplexes. The selected contractor will enter into a construction contract with Divine Konnections, Inc. The anticipated start is early spring 2027, with substantial completion by November 15, 2027, and final completion by December 1, 2027. A bid surety equal to 5% of the total bid is required with each bid. A project labor agreement is required for bids over, or that could virtually exceed, $150,000. The project also includes prevailing wage and equal employment opportunity requirements. The awarded contractor must provide public liability and automobile liability insurance with a combined single limit of at least $1,500,000 and performance and payment bonds for the full project cost within seven calendar days of award; these are post-award requirements. A community benefits best-efforts plan is required within three calendar days of award for projects that include a project labor agreement.
