Description
The City of Norfolk is soliciting a contractor to provide certified amateur basketball officials for its Parks and Recreation youth basketball league. The scope includes officiating regular-season and playoff games across tentatively four regular-season and four playoff sites, following Parks and Recreation and Amateur Basketball Association rules, arriving at least 15 minutes before games, completing game-day logs, submitting weekly invoices, and accommodating schedule changes with at least 24 hours' notice. The contractor must provide a free rules and officiating clinic for coaches, staff, and/or parents and attend coaches' meetings designated by Parks and Recreation. The bid form lists estimated games for age divisions from 8U through 17U, including playoffs, with pricing based on the number of officials per game and the cost per official. The resulting agreement has a five-year term. Bidders must submit the completed IFB cover page, Attachments A through F, required electronic vendor-submission information, pricing, and any proprietary-information statement; Attachment G is encouraged but not required.
