Pre-Proposal Conference: A non-mandatory Pre-Proposal Conference will be held virtually at 9:00 a.m. on September 9, 2026. Refer to RFP for details in joining the meeting. Proposal Opening Date: September 24, 2026 Time / Location: 2:00 p.m., Cobb County Purchasing Department The Complete Request for Proposals may be found at https://procurement.opengov.com/portal/cobbcoga and https://www.cobbcounty.gov/transportation/current-bids-rfps Proposers must meet the current prequalification requirements of the Georgia Department of Transportation. Proposers are required to be in compliance with the "Georgia Security and Immigration Compliance Act." Small Business Participation in all DOT contracts is encouraged Cobb County will affirmatively comply with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d-42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21 Nondiscrimination Act(s). The project must conform to all American with Disabilities Act (ADA) regulations. Description
Cobb County Department of Transportation is soliciting non-cost technical proposals from qualified engineering consulting firms for the SS4A Multi-Corridor Safety Improvement Project, Project No. B2460. The project covers Pat Mell Road, Windy Hill Road, and Olive Springs Road and is intended to reduce fatal and serious-injury crashes through roadway and traffic safety improvements. The scope includes survey database development; concept development; FHWA-compliant environmental documentation; preliminary, right-of-way, and final design plans; utility plans; traffic operations studies and design; roadway, bicycle, and pedestrian facility design; hydraulic and hydrological studies; and related environmental studies. Proposed improvements include signal backplates, protected-only left turns, flashing yellow arrows, a roundabout conversion, rectangular rapid-flashing beacons, pedestrian refuge islands, lighting, and sidewalks. Prime consultants must meet specified roadway and bicycle/pedestrian design prequalification classes, while additional environmental, traffic, and hydraulic classes may be performed by the prime or subconsultants. Technical proposals are limited to 20 pages, with staffing, experience and performance, approach, availability, and financial stability required in the stated order.
