Description
The 22nd Contracting Squadron at McConnell AFB, KS, intends to award a sole-source, firm-fixed-price contract to Monaco Enterprises Inc. for preventative maintenance inspection (PMI) services for the D-21 system hardware and software. This system is part of the Monaco Mass Notification System (MNS) platform. The D-21 system includes sensitive electrical components that require regular maintenance to prevent failure due to heat and moisture. Monaco Enterprises Inc. is the original manufacturer and sole service provider for this proprietary system, holding exclusive rights to its code and requiring certified installers for seamless integration and warranty coverage. Market research has confirmed that no other contractor has the rights or capability to service this specific system. This is a sole-source requirement under 10 U.S.C. 3204(a)(1).
